National Security Adviser Eduardo SL Oban Jr. concluded a series of high-level engagements in Hanoi yesterday, August 20, 2026, reaffirming the Philippines’ commitment to deepen security and law enforcement cooperation with Viet Nam as both countries commemorate the 50th anniversary of diplomatic relations.
Secretary Oban met with Party General Secretary and President Tô Lâm and held bilateral talks with Minister of Public Security General Lương Tam Quang, where both sides agreed to elevate cooperation in security, strategic dialogue, and law enforcement in line with the Philippines–Viet Nam Enhanced Strategic Partnership.
The discussions focused on translating the upgraded partnership into concrete and practical cooperation through strengthened strategic consultations, enhanced information sharing, and closer coordination on issues affecting the national security interests of both countries.
Both sides agreed to pursue the establishment of an Annual High-Level Security Dialogue between the National Security Council of the Philippines and the Ministry of Public Security of Viet Nam to institutionalize regular exchanges of strategic assessments, policy consultations, and coordination on regional and global security issues.
The Philippines and Viet Nam likewise committed to accelerate negotiations toward a Memorandum of Understanding on Security Cooperation and Strategic Dialogue, accompanied by a joint action plan to ensure concrete and measurable implementation.
Recognizing the evolving security landscape, both countries agreed to expand cooperation against transnational crimes, particularly cybercrime, trafficking in persons, illegal drugs, and other forms of organized crime, while strengthening information sharing and coordination among their respective law enforcement agencies.
Secretary Oban also reaffirmed the Philippines’ commitment to working closely with Viet Nam in addressing emerging non-traditional security challenges, including energy, food, water, supply chain, and technology security.
On regional security, both sides underscored their shared commitment to maintaining peace and stability in the South China Sea, resolving disputes peacefully in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and strengthening cooperation within ASEAN.
As ASEAN Chair in 2026, the Philippines welcomed Viet Nam’s continued support for initiatives that advance the ASEAN Community Vision 2045 and reinforce ASEAN centrality in addressing regional security challenges.
